The Saudi Building Code (SBC) is the legislative and technical reference that regulates the construction sector in Saudi Arabia. It is issued by the Saudi Building Code National Committee, an independent government body. Understanding this code has become an absolute necessity for any investor, contractor, or consultant working in the sector.
What Is the Saudi Building Code?
It is a set of technical requirements and standards that govern the design and construction of buildings in the Kingdom, with the aim of ensuring the public safety, health, and welfare of users. The code is based on the latest international standards (ASCE, ACI, NFPA, ASHRAE), with modifications that take local conditions into account.
Components of the Saudi Building Code
The code consists of several sub-codes, each covering a specific aspect:
SBC 201 – Administrative Requirements
Defines the procedures for obtaining building permits, inspection, and approval. Every project must go through these requirements before work begins.
SBC 301 – Loads and Forces Code
Defines how structural loads are calculated: dead loads, live loads, wind loads, seismic loads, and snow loads. The Kingdom is divided into seismic zones, each requiring different design criteria.
SBC 304 – Reinforced Concrete
Covers the design and construction of concrete structures. It specifies requirements for cement, ready-mix concrete, reinforcing steel, and the required tests. Every concrete mix must be tested before pouring.
SBC 306 – Steel Structures
Covers the design and construction of steel and metal structures. It is particularly important for industrial buildings and warehouses.
SBC 303 – Foundations
Defines the requirements for soil testing and foundation design. No project can begin without an approved soil investigation report.
SBC 501 – Plumbing and Sanitary Drainage
Covers freshwater systems, sewage drainage, and stormwater.
SBC 401 – Electrical
Defines the requirements for electrical systems, based on the American NEC with modifications to match the Saudi grid voltage (220V/380V).
SBC 601 – Energy Efficiency
Defines the minimum energy performance for buildings. This code has been mandatory since 2020 and requires proof of compliance before a building permit is issued.
SBC 701 – Energy Requirements for Residential Buildings
Specific requirements for residential buildings regarding thermal insulation, windows, and air conditioning.
SBC 801 – Fire Protection
Defines fire safety requirements. It includes alarm and firefighting systems, evacuation routes, and fire-resistant building materials.
SBC 901 – Health and General Requirements
Covers public health aspects such as ventilation, natural lighting, room dimensions, and requirements for persons with disabilities.
Steps to Obtain a Building Permit
- Land and Soil Testing: An approved report from a licensed laboratory.
- Design in Accordance with SBC: Preparing the plans with a certified consultant.
- Municipality Review: Through the Balady electronic platform.
- Civil Defense Approval: For safety plans.
- Permit Issuance: After all requirements are met.
- Engineering Supervision: Mandatory, by a certified consultant.
- Occupancy Certificate: After the final inspection.
Penalties for Violating the Code
Violating the Saudi Building Code may result in:
- Financial fines of up to SAR 500,000.
- Suspension of work on the site.
- Demolition of the building at the owner’s expense.
- Revocation of the consultancy’s license.
- Criminal liability in the event of accidents.
Recent Updates to the SBC
The Code Committee updates the requirements periodically. The latest updates have included:
- Stricter energy efficiency standards in line with SBC 601-2018.
- New requirements for sustainable buildings.
- Fire prevention requirements for high-rise towers.
- Updated accessibility requirements for persons with disabilities.
- Stricter standards for coastal areas (corrosion).
The Role of the Consultancy in Code Compliance
A certified consultant is responsible for:
- Designing the project in accordance with the code requirements.
- Preparing the execution and detailed drawings.
- Supervising execution and ensuring compliance.
- Coordinating with government authorities.
- Documenting tests and inspections.
- Issuing the final completion certificate.
